APETA threatens non-cooperation

ITANAGAR, Apr 28: The Arunachal Pradesh Elementary Teachers’ Association (APETA) visited the bereaved family members of late Mathew Dabi on April 26 last at Namey village.

Claiming that circumstantial evidence depict that it was a cold blooded murder, the APETA expressed resentment for not nabbing any culprit involved in this case till date.  The association further said that the death was caused due to forceful impact of multiple injuries on the body. Since there was an altercation between late Dabi and the presiding officer and polling agent, both of them should be taken into remand and interrogated to unearth the truth behind the ‘murder’, APETA urged further threatening not to cooperate with the election counting process on May 16 next if the culprit is not booked by May 1st week.

 

NLCT urges Assam to stop encroachment activities

ITANAGAR, Apr 28: The National Liberation Council of Taniland (NLCT) has strongly opposed the steps taken by Assam Government to construct forest protection camp at Tarasso. NLCT alleged that Arunachal’s territories at various locations like Tarasso, Likabali and Deomali are being continuously encroached upon by neighbouring state. Terming latest incident of encroachment at Tarasso as provocative, NLCT stated that such action will not be tolerated anymore and will invite reaction from their side.

The Group also warned that if Govt. of Assam do not stop the illegal encroachment activities within the short period, consequences will not be good. NLCT called upon both Assam and Arunachal govt. to come together to solve the vexed boundary issue, so that people of Arunachal can live peacefully.

 

Ex-ASM reportedly goes missing

ITANAGAR, Apr 28: Responding to a complaint lodged with the party by a group of 44 people from Lekang circle of Lohit district that one person named Gebrial Urang, Ex-ASM, of Singibeel village had reportedly gone missing during the election period, People’s Party of Arunachal (PPA) appealed to the state Chief Electoral Officer to give necessary directive to Returning Officer/ADC, Namsai to constitute a judicial inquiry committee immediately to find out the truth behind the person’s mysterious disappearance. The complainants in their signed statement suspect foul play by miscreants behind the reported disappearance of the person, PPA which took the matter seriously, said  in its letter to the CEO.

 

Arunachal  to represent the country in 2nd Mount Everest International Taekwondo Championship

ITANAGAR, Apr 28: A 20-member team from Arunachal Pradesh representing the country will participate in the 2nd Mount Everest International Taekwondo Championship to be held in Kathmandu, Nepal from May 3 to 5.

The team comprises 14 boys, four girls and three officials.

Two out of the four players, who had participated from Arunachal Pradesh in the previous and first ever championship in 2010, had won bronze medals for the country.

The championship is held once every four years under the banner of Nepal Taekwondo Association with approval and support from World Taekwondo Federation, Asian Taekwondo Union and Common Wealth Taekwondo Union.

Training of counting personnel held

CHANGLANG, Apr 28: The training for Counting Supervisors and Assistants, Tabulator, Postal Ballot and Compilation appointed for the recently held simultaneous Election for both Lok Sabha and State Legislative Assembly for all five assembly constituencies in the district was conducted here at DIET Auditorium, Changlang today.

Speaking on the occasion, District Election Officer, Changlang Chanchal Yadav, exhorted the members present to carry out the responsibilities cautiously to ensure error-free counting of the polled votes.

She advised the trainees to scrutinize the declarations minutely. She also briefed about the valid postal ballot and the ground on which a Postal Ballot can be rejected.

Regarding counting of votes recorded in EVM she asked the Nodal Officer EVM to ensure distributing EVM sequentially and keep proper account of the distribution. She asked them to properly monitor the ballot box before counting and also urged them to maintain descipline and decoram in the counting hall during counting.

Unidentified body kept at mortuary for identification

KKSU provides relief to fire victims

ITANAGAR, Apr 28: Kargu Kardi Students’ Union (KKSU) led by its president Somach Bogo yesterday distributed relief items to the fire victims of PI Colony, Aalo of West Siang district where six houses were gutted and  two partially damaged in a devastating fire on April 22. Properties worth lakhs of rupees, including a granary were also reduced to ashes in the fire, informed KKSU in a release.

KKSU distributed warm cloths, carpets, pillows and kitchen items like rice plates, glasses, buckets, tea cup sets, mugs, spoons, cookers etc and Rs 2000 each to all the victim families.

Meanwhile, KKSU president has condemned the Fire Service Department for allegedly failing to respond call of the fire.

“Aalo is headquarters of West Siang district and one of the oldest towns in the state but it does not have sufficient fire tenders,” lamented the KKSU president. He urged the higher authority of the fire department to provide additional fire tenders for Aalo fire station.

At the same time, the students union commended the service of Indian Army, who immediately rushed to the spot and brought the fire under control on that night.

On the dated 22nd April, 2014, the fire accident was occurred at PI Colony Aalo,West Siang District. The 6th Houses were totally gutted down and burn into the ashes. And 2 (two) houses were damaged and lakhs of the properties were burn into the ashes.

AALO, Apr 28: The two days Art & Culture programme organized by the District Art & Culture department concluded yesterday in a unique style at Jomlo Mongku village ground where some foreign tourist has enjoyed the event.

Parting Social cum felicitation prog

ITANAGAR, Apr 28: Mishmi students of Rajiv Gandhi University (RGU) organized a Parting Social programme to say goodbye to its outgoing MA IVth sememster and B Ed students of the university today. Those students of the community, who have cleared NET/ SLET in 2013, were also felicitated on the occasion. For the first time, nine Mishmi students have cleared the prestigious UGC NET/SLET. Two out of the nine have cleared the NET (one with JRF) conducted by UGC while seven cleared the SLET, informed Mishmi Students’ Union RGU in a release.

The programme was made very enticing and interesting by the IInd Semester students with their unending performances throughout the length of the programme.

PASIGHAT, Apr 28: A team of PR leaders and Govt officials led by Kaling Dai ZPC made an extensive visit to cyclone-hit Gayam, Labo, 4&5 Miles, Berung etc. The cyclone which occurred last week created havoc and left a trail of devastation. It not only uprooted trees and bamboo grooves but also damaged many dwelling and commercial buildings causing great loses. The  team included PRI members, officers of Agriculture Dept, Disaster Management etc.

Railway in Arunachal: a developmental reward or betrayal ?

Nothing much was happening at the Naharlagun railway station on Sunday afternoon, except for some casual bystanders and countable number of passengers and security forces. However, with arrival of the 12-bogie train, the empty small platform was quickly swallowed by thousands of passengers including octogenarians like ‘dispersing herd of African animals’ in Savanna grassland in the national geographic channel.

They were frolicking around like untamed cubs, jostled among themselves, some even attempted to vault over the protection wall to see the hills behind the Borum village, as if there is a competition of “be the first to see it first”. It was not at all surprising to find out that 99 per cent of them did not possess Inner Line Permit (ILP).

“Pahar sabole ahisu,” was   reply of an excited fifteen-year-old student from Balipara in Sonitpur district, Assam when enquired about the purpose of his visit.  At the exit points, SUMA activists were in the lookout for people who did not have ILPs forming human chain to thwart immigrants sneaking into Arunachal’s land.

BJP patriarch L K Advani once remarked, ‘Arunachal is far from Delhi, but not from Delhi’s heart’ while addressing public rally here in 2004. Advani’s word seemingly turned into reality, as the railway line finally connected the heart of state capital (Naharlagun), reducing the distance between Delhi and Itanagar, heralding new development in terms of transportation and communication.  Moreover train would reduce cost of living as the goods and essential commodities would be transported with cheaper rate.

Nonetheless even before the drum beat and trumpets are blown in jubilation over arrival of the first passenger train in the state, a nagging fear has interspersed and occupied the minds of the indigenous people.

The people are afraid of being marginalized or outnumbered in their own land or in every sphere ranging from political, economical and social by the people who do not belong to this land if the influx menace is not properly tackled. This apprehension turned into apparition with arrival of the passenger train loaded with thousands of immigrants posing a serious threat to the existence of Inner Line Permit system.

Noticeably parsimony with smiles over new-connectivity is testimony that indigenous people do not welcome railway with an open arm, despite knowing that it would significantly boost the state’s economy.

People had premonition that Arunachal is going to be the next Tripura, as the tribes in Tripura were politically and numerically outnumbered by the immigrants. Containing of immigrants who come through railway is virtually impossible as the current situation of Nagaland is the stark example though the hornbill state enjoys provision of ILP under Bengal Eastern Frontier Regulation Act, 1873 alongside Arunachal and Mizoram.

  Like in Dimapur, Nagaland, ILP checking could only be possible here for the train passengers before the entry of train inside Arunachal territory.  

Meanwhile, the  negligence of  railway authority came to fore today as Chief Secretary Ramesh Negi disclosed that  the railway authority never informed the state government that they were about to start operating railway  on April 7th last.  The train came out of the blue when the state government is yet to prepare the mechanism of tackling ILP issue.

Railway Station Manager H K Kardong  also opined that regulating ILP is not the railway authority’s job rather it is the state government’s duty.

However, the chief secretary stated that adequate security forces would be deployed to make it sure  that illegal immigrants are properly checked. Negi further added that train ticket would be issued only to passengers who have ILP. This mechanism would be initiated soon by establishing new ILP counters in every station in Assam, he said.  He also said that awareness would be created through local dailies and placing hoarding at designated stations. Protracted delay in executing the civilian Airport at Hollongi and expedition of Railway project draws suspicious needle at the Centre’s approach towards Arunachal in developmental front.

Is railway project, a part of the Center’s ‘policy of Indianess’ with demographic change intention by flooding non-APST into Arunachal in the name of communication development?  If it is so, Arunachal government is falling under Centre’s line, since it has illegal immigrants under its sleeves of railway development.

Dalai Lama termed railway connection in Tibet (Xining in China to Lhasa) as ‘cultural genocide and Sinoization’ alleging Chinese authority of transporting millions of Han Chinese to Lhasa and outnumbered Indigenous Tibetans in their own motherland in the name ‘Tibetan plateau development.’

Statistic shows that unabated illegal immigrations have enormous demographic and social implication capable of creating tensions and conflict between the immigrants and native. There is possibility of communal polarization-escalate mistrust and law and order problem.

Without much depending on the administration, the people should also play pro-active role in checking influx, for instance non-ILP holder should not be allowed to lease a rent house anywhere in the state. And any person found with invalid or without ILP should be immediately reported to the police.

In fact it is a high time that the state government should adopt proper mechanism to regulate ILP by introducing effective mechanism, like deployment of special task force or creation of a particular department to deal exclusively with illegal immigrants. Or else it would be too little or too late, when we realize that railway is not developmental reward, rather betrayal to native people.

 

 

Students unions demand strict and proper implementation of ILP system

ITANAGAR, Apr 28: Taking serious note of the influx of countless outsiders to Arunachal Pradesh without possessing inner line permit (ILP) after the state capital was connected through railways, All Nyishi Students’ Union (ANSU) and All Papum Pare District Students’ Union (APPDSU) demanded the Chief Secretary to write to NF Railway to suspend the passenger train service immediately until a proper and effective mechanism is devised within a week to check ILPs, especially of those travelling passengers.

Holding the state government fully responsible for such illegal and unchecked entry of outsiders to the state and alleged violation of provisions under Bengal Eastern Frontier Regulation Act of 1873 (Inner Line Permit), both ANSU and APPDSU in a joint representation to the State Chief Secretary demanded strict implementation of ILP system in Arunachal Pradesh as per provisions under the Act.

If not checked immediately, unchecked influx of outsiders to the state will no doubt have a far reaching consequences for the indigenous people of the state beside creating serious law and order problem, feared ANSU and APPDSU.

“In spite of a resolution adopted by the State Government before implementation of the railway project promising the local people that ILP system would be strictly implemented and checking conducted at various check gates and railway station gates, both the state government and the Railway department have totally failed to keep their own promises thus defeating the very purpose and the basic objective of implementation of ILP system in the state,” said the representation.

While demanding for formulation of a pro-local job policy and guidelines immediately for absorbing local indigenous people of the state in the Railway department, the representation said that so far, neither the state nor the NF Railway made any initiative to employ/absorb local people in the railway department as promised before commissioning of the rail project. “One of the resolutions adopted by the state government before implementation of the railway project was to offer employment opportunity to the local people in NF Railway but this public demand, on the basis of which the NF Railway was allowed to commission the project, remained on paper only,” the represetation said. It cautioned them to not play with the sentiment and legitimate rights of local indigenous people of the state.

The representation also demanded early construction of the multi-purpose bridge over Dikrong river between Doimukh and Tigdo as per resolution adopted by the state government on public demand in January 2008.

It claimed that a public demand was placed before a joint public meeting which was held on January 21, 2008 for construction of a motorable bridge over Dikrong river between Doimukh and Tigdo from where NF Railway track passes. In the said meeting it was publicly resolved by the state government that the said bridge would be constructed by the railway department for which the local people and panchayat leaders of the area had whole-heartedly welcomed the implementation of Railway project and allowed to commission the same.

“But it is a matter of great upset to say that after commission of the NF Railway project neither the state government nor the railway department has taken any heed fulfill the promise made to the people of the state, which is nothing but a blatant breach of trust and confidence of the indigenous people of the state,” the representation said.

While demanding the Chief Secretary to initiate prompt action to fulfill the charter of demands placed before him, including implementation of ILP system in letter and spirit, within a period of seven days April 28 being the first day, both ANSU and APPDSU threatened to launch democratic movement in case of failure on part of the authorities concerned to fulfill the demands.

 

 

CYO calls for effective ILP checking mechanism at Rly station

ITANAGAR, Apr 28: A delegation of the Capital Youth Organization (CYO) today called on the Chief Secretary Ramesh Negi and submitted a memorandum  urging him to strictly deal with inner line permit (ILP) system to thwart entry of  illegal migrants in large number as railway passengers in state Capital.

Citing its recent meeting with H K Kardong, Railway station manager, Naharlagun, the delegation advocated that the railway service be stopped temporarily till the completion of construction works  of railway station with proper exit and entry point.

Too many exist points  at the incomplete railway station  make it difficult  to effectively check inner line permit at Railway station, the  organization said and wondered  why and how the  authorities had allowed the  railway to  introduce its service without proper infrastructure !

The memorandum urged CS to take steps for immediate installation of high definition CCTV camera in every exit points, installation of metal detectors in entry and exit points, closure of all un-wanted exist point and shifting of passenger reservation counter from Papu Nallah, Naharlagun to railway station.  The CS reportedly assured the delegation to take up the matter with appropriates authorities  for strict checking of inner line permit  and thwart entry of illegal migrants in state.  

 

 

GBs urged to become development agents

TEZU, Apr 28: Lohit district deputy commissioner Dr B M Mishra today called upon the Gaon Burahs to become agent of economic and social change. He was addressing with the Gaon Burahs of Tezu-Sunpura in an interactive meeting held at Tezu. Superintendent of Police, ADC, EACs, Circle Officer Sunpura also attended the meeting.

The Gaon Burah can also become development agents. They can report to the DC on progress of MGNREGA, PMGSY, absentee teachers, or any other happening or occurrence which the GB feels is beyond the common acceptance of the village could be reported to the DC or even the GB have the authority to intervene in such matters, he told. Sensitizing the Gaon Burahs on their role, the DC said “the post of Gaon Burah is a social privilege which comes with great amount of respect and that chosen Village headman’s responsibility is also to perform certain amount of social work at their village.”

He corrected the confusion on judicial affair of the Goan Burahs and informed that only minor cases relating to their village should be resolved.

“I have all the intention to actively incorporate Gaon Burahs in District Administration and for that trainings will be provided after election,” he added.

Pointing out the recent executive order issued by the District Magistrate prohibiting opium cultivation and its use/consumption in Lohit district, the  DC  further said “tough and stringent action will be taken against Gaon Burahs involving in opium cultivation and any villager engaged in illegal cultivation should be informed to the District Administration immediately. The order should be followed in letter and spirit, the DC said.

Opium cultivation is hugely common in Lohit district as a whole.

Superintendent of Police speaking on the occasion said that Gaon Burahs can play a major role in development of their respective villages if they are able to use the powers conferred upon them by the Government.

He informed that a Goan Burah is not only a custodian of law and order in their villages but he is also the representative of Deputy Commissioner in their respective villages.

Not only the Goan Burahs has crime and conflict prevention jurisdiction (on minor disputes) at the village level but he can also act as a spokesperson for the District Administration in their villages.

Since the District Administration or the District Police cannot reach out to every villager, as a representative of DA in their village it becomes the duty and responsibility of every Goan Burahs to inform the activities of District Administration from their level whenever they are called upon to do so, the SP said.

Dispute/conflict on property, hunting/fishing etc should be resolved at their level otherwise, he said.

He suggested that Government School teachers at their respective village schools should assist the Gaon Burahs while drafting or writing official correspondences.

Goan Burah also narrated their grievances and problems while performing their duties.

The DC and SP assured that all kind of logistics and support will be provided to them.  DIPRO

 

 

Complaint against unscrupulous activities of ‘service provider’

ITANAGAR, Apr 28: All India Federation of Voluntary Organizations (AIFVO) Delhi has urged the NGOs, VOs and cooperative society not to fall prey to the assurance of a Delhi based organization namely, Innovative Financial Advisors Pvt. Ltd. (IFAPL)  

Alleging that the said organization is cheating the NGOs/VOs/Cooperative societies, the AIFVO said  the IFAPL usually signs agreement with the parties assuring that  as a service provider it will do all the necessary project preparation and persuasion to the company to provide fund under Corporate Social Responsibility Fund. In the agreement, there is a provision under the Clause 7.8 IFA Standard Warranty to refund entire subscription amount paid within 15 days of completion of deadline.  “But they hardly or never provide any funds. When approached for refund as per agreement, they never refund and make various pretexts to avoid refund,” the  AIFVO said adding that they are simply cheating the parties in the name of service provider by collecting huge amount in the name of subscription fee.

Observing all these unscrupulous activities of the Innovative Financial Advisors Pvt. Ltd, the   AIFVO had filed an FIR against the said organization (vide FIR No. DD No. 36 D Dated 21st November, 2013 in Pandav Nagar Police Station, Delhi-91, the release said.

 

 

Governor seeks people’s cooperation in dev. Process

ITANAGAR, Apr 28: The Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma called upon the people for a concerted effort for expediting the developmental process in the state. The Governor, who is on a two-day visit to West Kameng district in a public meeting at Bomdila urged each and every individual to shoulder responsibilities working as a team.

Calling the denizens of the district as the most important players in implementation of the socio-economic programmes, Governor advised the people to cooperate with district administration and executing agencies, like Border Road Organization and work departments. Expressing his concern on recent incidences of forest fires in different parts of the State, Governor appealed to the Gaon Burahs, elders of the society and youth to create awareness against it. He said that Arunachal Pradesh is blessed with nature’s bounty and it should be preserved at all cost,

In his meeting with District Heads of Departments, the Governor advised them to work in coordination with each other. He also emphasized for integrating and pooling together of resources for providing health services to the people especially the rural communities. He suggested for pooling of resources from army establishments stationed in the district for addressing the healthcare issues.  

Reminding the Power Developers of the social responsibilities, Governor advised them to contribute in health and education sectors.

Reiterating his belief that police can positively engage them, the Governor advised the officials of the department to be their mentors and ensure that the youth develop their full potential.

Deputy Commissioner A K Singh gave a power point presentation on the overall developmental activities in various sectors in the district in the meeting.

In the afternoon, the Governor visited National Research Centre for Yak at Dirang, 45 km from Bomdila. He congratulated the scientists for the success in embryo transfer technology and in vitro fertilization and exhorted them to carry out more works so that local people benefit from it.

Governor advised the scientists and officials of the NRC-Y to ensure that technical knowledge is transferred from lab to the field. Director NRC-Y and Dr. D.Chattacharya, Principal Scientist briefed the Governor on the centre.

Later in the evening, the Governor visited Thembang Fortified Village, 55 km from Bomdila, which has been lined up for a place on UNESCO’s World Heritage list.

Earlier in the morning, on his arrival at Bomdila, Governor was received by Deputy Commissioner AK Singh and SP Surendra Kumar at the Bomdila Helipad. GOC 5 Mtn Div Maj General G.S. Dhillon was also present on the occasion.

Tuki  pleads Centre for creation of separate AIS cadre for state

NEW DELHI, Apr 28: It may be a wait of more than two weeks before a new state government comes into place but Chief Minister Nabam Tuki doesn’t believe in chilling out his time. Giving a visit to the national capital, Tuki today called on Union Home Minister Sushil Kumar Shinde at the latter’s North Block office and urged for creation of a separate cadre for Arunachal Pradesh of All India Services like the Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Forest Service (IFS) by separating it from the existing joint cadre of AGMUT.

Incidentally, the issue was one of the several promises made by the state unit Indian National Congress during its Assembly and Parliamentary election campaign that was prominently highlighted in its election manifesto.

In his argument in favour of the ‘separation’ Tuki pointed that Arunachal Pradesh has been sharing officers of AGMUT cadre for all the three All India Services since it was a Union Territory. However, he pointed, it has been more than 25 years Arunachal Pradesh has become a full-fledged State and therefore the scenario has changed a lot in this time period.

He observed that as AGMUT cadre officers keep on moving from one State/Union Territory to other, which affects their regular availability causing permanent shortage of officers in the state.

“Therefore, in the State we feel that there is the need to create a separate cadre for Arunachal Pradesh, a Special Category state, in the greater interests of continued development efforts of the government,” Tuki said.

He further explained that there exists a considerable gap in basic minimum infrastructure due to the landlocked nature and difficult terrain spread across the state. Under the circumstances, there have been continuous efforts from both the Central and State Government on developmental initiatives to overcome these gaps and challenges.

Tuki asserted that ongoing projects under schemes like PM’s Package, development of Hydropower projects, Trans Arunachal Highways and others are of critical importance to take the state forward therefore, in order to have faster implementation of all the projects continuous attachment of dedicated officers with the projects and the State is imperative.

“You will appreciate the fact that at a time when we are still initiating a slew of administrative reforms to increase the outreach of public services to the farthest corners of the state, the creation of a separate cadre becomes inevitable. Under such a situation, I take this opportunity to emphasize the request that a separate cadre for the state in place of the existing AGMUT is extremely essential to take the development agenda forward which may be separated at the earliest,” the Chief Minister requested.

Shinde, who gave a patient hearing to the Chief Minister’s request, accepted the written proposal submitted during the meeting. He assured that his ministry will look into the request with utmost sympathy and consider it for further perusal.

A right step has been initiated

Dear Editor,

The issue raised by All Nyishi Students’ Union (ANSU) concerning over the Non-Execution of Project of ST Girls’ Hostel (RCC Double Stories), preparation of False Report and presentation of Fake Photos of work as evidence for entire Palin Circle in Kurung Kumey District is a very genuine issue for the greater interest of development.

Though huge amount has been sanctioned for the project, work is being kept pending because these contractors are kit and kin of rude politician.

They did not slept whole night before sanctioning of money but forgot to carry out the work after receiving amount of Rs. 6, 24, 50,000/- (Six Crore Twenty Four Lakhs and Fifty Thousand only) out of Rs 12, 49, 00,000/- (Twelve Crores and Fourty Nine Lakhs Only) on 12th March 2012

50% of sanctioned amount has been withdrawn two years back but till today there is no sign of the execution of project work. Therefore production of false report & fake photo evidence are big surprise for all the citizens of Palin area as well as whole of state.

The Government should strictly check before releasing fund and should punish those government officers including Deputy Commissioner for releasing fund without verifying the progress of work.

There are so many unions, associations, forum and organization in Kurung Kumey district; even then, none of them rigidly check such illegal activities.

The Plantation of Trees which couldn’t give Shade & fruits are meaningless likewise taking up an issue and not going for conclusion is useless too.

Therefore once any issues are raised, then whoever group had brought up in public domain should never bow down at any cost until it has achieved good result/conclusion.

Coming of railway has become matter of concern

Dear Editor,

I would like to welcome the step taken up by SUMA to check ILP at Naharlagun railway station. It’s been only few months’ back that railway was thrown open for public use but it is quite shocking to learn that in a day more than 2000 people are entering into the state illegally by train. I wonder how much it will be in a year.

Of course railway coming to the state will boost development activities on one side but on the other side it will increase the number of illegal immigrants. The coming of large scale illegal migrant will lead to increase in cases of thefts and dacoits.  The future of Arunachal Pradesh in terms of demography and law and problem is dark if this problem is not tackled properly at the early stage. Since the old proverb goes “Prevention is better than cure” hence the government should take it as a serious matter and implement proper ILP system.

Justice delayed is justice denied

Dear Editor,

It seems that like many other cases, the case of Late Mathew Dabi, who lost his life while on poll duty under mysterious circumstances, will also remain unsolved. The family members are expecting much more from ECI, rather than the Ex-Gratia. A central investigating team should be engaged. And also it is of concern that still there is no single arrest in the case.

Postal Ballot controversy

 

The postal ballot controversy is derailing election commission’s effort to have controversy free election. In the past numerous cases of rigging in regards to postal ballot has been reported from various constituencies of state. Many MLA candidates had dragged election commission to the court challenging credibility of postal ballot result.  Despite all the tall claim made by Chief Electoral Officer CB Kumar that this time proper mechanism has been placed so as to ensure that postal ballot will be cast without any error, things have turned sour in recent days.

Arunachal Pradesh Postal Ballot Deprived Forum (APPBDF), conglomeration of govt. officials who have been deprived of their fundamental right to vote has sought the intervention of Chief Election Commissioner (CEC) of India so that those polling officials, who have been deprived from exercising their adult franchise, can cast their postal ballots. In its representation to CEC, the Forum claimed that large number of polling officials have been deprived from casting their postal ballots as they were not issued postal ballot papers despite submission of duly filled up Form 12 on March 26 last. Whereas, postal ballots were issued to those who submitted the same even on April four, the representation claimed. The Forum informed that a representation was submitted to the CEO on April 24 appealing him to issue postal ballots but the CEO has allegedly refused to issue more postal ballots. The allegation leveled by forum is serious in nature. Election Commission of India should take action against CEO CB Kumar, if allegation is found true.
